Where they differ

The value figure here is a national price level, identical for both cities by construction, and this dataset carries no daily budget for either. The comparison on cost therefore tells you nothing: treat it as absent rather than as a tie, and price a trip yourself.
The sunshine figure is missing for Atlanta rather than low, so that side of the weather comparison is unmeasured and its monthly ranking rests on temperature and rain alone. Tampa's beach advantage also peaks when conditions are hardest: the sea is warmest from June to August, exactly when 187-228mm a month falls and highs reach 33°C.

Atlanta is at its best in April and May and again in September and October, when highs sit at 23-29°C rather than the peak of midsummer. Rain is steady all year at 80-121mm a month, so there is no dry season to aim for.
Tampa is the better pick from November to April, with highs of 22-28°C and the year's driest stretch at 36-66mm a month. Midsummer brings 156-228mm and the heaviest heat. For swimming, the sea is warm from late spring into autumn.
