Where they are alike
Weather is what they share most closely. Both run daytime highs of about 19-25°C all year, warmest in August, and both stay dry through summer: San Diego has 9 months at 40mm of rain or less, Los Angeles 8.

No cost comparison is possible between these two. The dataset carries no daily budget for either, and the value figure behind both is a national price level, identical by construction, so it tells you nothing about which trip costs more.
Sunshine hours are missing for both, with no nearby station recording them, so the monthly picture rests on temperature, rainfall and sea temperature alone, and that side of the weather comparison is unmeasured. Both cities also rate highest in the same August to September window, so the best-weather months are the crowded ones, and San Diego's 42 beaches are busiest then too.

Los Angeles is at its best from July to September, when highs reach 24-25°C, rainfall is near zero at 0-3mm and the sea sits at 20°C. April to June is milder, with highs of 20-22°C and cooler water.
San Diego edges ahead either side of that: its sea reaches 21°C in late summer, and its winters are drier, with January bringing 50mm against 73mm in Los Angeles, so a December to March trip works better there.
