Where they differ
Annecy is the outdoor half of the pair. It runs warmer, with highs of 5-27°C across the year against 4-25°C, has 9 beaches nearby against 6, more protected land around it, and 3 theme parks within reach against 2.
Munich packs far more into walking distance of the centre: many times as many notable places, bars and clubs, and far more family attractions and park space. Its restaurant range is far wider, and its museums are both more numerous and tightly grouped.
Where they are alike
Neither is a swimming trip. Neither has a month of sea at 21°C or more, and although Annecy has a few more beaches nearby than Munich, water is incidental either way.

What the numbers don't tell you
The daily budget figures are national price levels for restaurants and hotels, not measurements of either city. A capital-scale city or a much-visited town can sit well away from its country average, by more than the gap between the two figures, so nothing here tells you which trip costs more.
Annecy's beach count is a warm-season asset only: no month reaches sea at 21°C or more, and June to August, when the water is usable, is when everyone else goes. Munich's warmest months are also its wettest, at 107-121mm in summer, so plan indoor alternatives.

Munich's summer is slightly cooler, at 23-25°C, and much wetter, 107-121mm from May to August. Its advantage comes later: from October to December rainfall drops to 58-67mm while Annecy sits at 87-94mm, so the darker, indoor months are the drier ones there.
