What the numbers don't tell you
The daily budget figures are national price levels for restaurants and hotels, not measurements of Brussels or Cologne. A capital or a heavily visited city can sit well away from its own country's average, by more than the gap between the two national figures, so neither can be called the cheaper trip on this evidence.
