The value comparison between these two carries no information: the figure is a national price level and is identical for both by construction. The €180 daily budget beside it is one national estimate, not a measurement of either city, so plan on actual prices rather than on any difference between them.
Ghent's beaches are nearby rather than in the city, and the sea peaks at 19°C in August, which is also its wettest month at 79mm. In both, the warmest months are the wettest, so a high summer month is not a dry one, and Brussels' dense centre concentrates visitors in exactly those weeks.
