Where they differ

Where they are alike
Neither city is a place to swim. Paris has 2 beaches within reach and Brussels none, and neither has a month with sea at 21°C or more, so anyone building a trip around water should look elsewhere.
They also sit close on museums, on eating out and on cost. Both hold large museum collections, both have plenty of restaurants near the centre, and the national price levels behind them are similar, €180 in Belgium against €160 in France.

What the numbers don't tell you
The daily budget figures, €180 for Belgium and €160 for France, are national estimates of restaurant and hotel price levels, not measurements of either city. Capital cities can sit further from their own national average than the two figures sit from each other, so this gap says nothing about which of the two costs more.
No weather station near Paris records sunshine hours, so that figure is missing rather than low, and the month-by-month weather picture rests on temperature and rainfall alone. Warmth and dryness also part company: Brussels is warmest in the same months it is wettest, up to 90mm.
When should you go?

Paris stays comfortable longer, at 22-26°C from June through September, and its summer rain is lighter, near 51-58mm. Late spring is the exception, with 75mm in May. Its winters are marginally milder as well, which matters if you are travelling outside the summer peak.
