Where they differ
Cannes is the beach trip: 68 beaches nearby against Toulouse's 1, and four months with the sea at 21°C or more, where Toulouse has none. Nothing inland replaces that.
Toulouse is the better city for eating, with about twice as many restaurants near the centre and a much wider range of kitchens. For families it is well ahead too: many times as many tourist attractions near the centre and about three times as much park space, though Cannes has 3 theme parks within reach against Toulouse's 2.
Where they are alike
The weather is the closest thing between them. Both peak in August, at 28°C in Cannes and 29°C in Toulouse, and both cool to January highs of 13°C against 10°C. Either works across a long season rather than one summer fortnight.
Both also keep their main sights close together, walkable from the centre in a day or two, and neither is a strong base for trips out of town: the country around each is not the reason to go.

What the numbers don't tell you
The value figures for these two are the same by construction: they come from a national price level, not from either city, so the comparison between them tells you nothing about which trip costs less. The €160 a day shown beside each is one national estimate rather than a measurement of Cannes or Toulouse.
Cannes's beach and weather strengths also stack into the same short window: the warmest sea and the driest weeks fall in the same two midsummer months, and in a town of 74,400 people those are the busiest ones. Outside them, its autumn is the wettest stretch on either chart.
When should you go?

Cannes is at its best in July and August: highs of 28°C, sea at 24-25°C and little rain, 13-18mm. Swimming holds into September, but autumn turns heavy, above 100mm a month.
Toulouse's window is wider and less tied to the sea, running through summer into September at 25°C with rain near 46mm. Its wettest warm month is May, around 74mm, and its winters run colder, with the coldest days of either city.
