What the numbers don't tell you
The value comparison between these two carries no information. That figure is a national price level, identical for both by construction, and the €155 daily budget beside it is one national estimate rather than a measurement of either city. Nothing here tells you which is the cheaper trip.
Beach counts are thinner than they look. Como has 8 beaches nearby, but no water temperatures are recorded for it, so the count says nothing about whether or when swimming is comfortable. In Palermo, the driest months are also the hottest at 28°C, and the months that rank highest are the ones when the coast is busiest.
When should you go?

Como works from June to September, when highs run 25-27°C. Rain is the catch: 138-178mm a month right through the summer, so afternoons can be lost to it, and there is no swimming season to fall back on.
Palermo's window is longer and drier. July and August are close to rainless at 4-11mm, with highs of 28°C and the sea at 26-27°C, and warmth holds through the autumn. January still reaches 13°C, so a winter visit for the centre is realistic.
