Where they differ
Dresden's advantage is breadth: a somewhat wider range of kitchens, more protected land around the city at 14% against 12%, and 22 beaches nearby against Prague's 7, though neither has sea swimming. Daytime highs run slightly warmer year round.
Prague is the stronger city for going out, with many times as many places to drink and about three times as many nightclubs, most of them central. It also has about twice as many museums and roughly three times as many notable places within walking distance of the centre.
Where they are alike
Neither city is a swimming destination. Dresden has more lake beaches, Prague fewer, but neither has a month of water at 21°C or more, so a swim is incidental rather than a reason to go.
Weather and days out are close as well. Summer highs reach 26°C in Dresden and 25°C in Prague, and yearly sunshine is near identical. Each has one UNESCO-listed place within day-trip reach, and protected countryside covers a similar share of the land around both.

What the numbers don't tell you
The daily budget of €163 in Dresden's country and €107 in Prague's are national price levels for restaurants and hotels, not measurements of either city. A capital and a heavily visited city can sit further from their own country's average than these two figures sit from each other, so they cannot tell you which trip costs more.
Prague's strengths cluster: bars, museums and notable places all sit tightly around the centre, which is also where crowds concentrate in the summer months both cities do best in. Those same months carry the year's heaviest rain in both.
When should you go?

Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Dresden: 1991-2020 normals, Dresden-Strehlen (3.8 km from centre). Prague: 1991-2020 normals, Praha-Libus (8.1 km from centre).
Dresden peaks from June to August at 24-26°C, which is also when rain is heaviest, at 72-83mm a month. September is the better-balanced choice, still 21°C but drier, and it suits walking around the city.
Prague matches that summer window at 23-25°C but is the steadier pick outside it: seven months stay at 40mm or less, and late winter into spring runs 22-31mm against Dresden's 31-36mm. January is the weakest month in both, and colder in Prague.
