Where they differ

The daily budget, €163 and €160, is a national price level for Germany and Austria, not a measurement of either city. A heavily visited city can sit well away from its own country's average, by more than the gap between these two figures, so it says nothing about which trip costs more.
Salzburg's warmest months are also its wettest, at 159-167mm at their peak, so summer plans need indoor fallbacks. Likewise, the beaches counted nearby in both cities come with no month of sea warmth at all, so swimming depends entirely on the day.
