Where they differ
Monaco is the coastal option: 50 beaches nearby against Toulouse's 1, and four months of sea at 21°C or more, which Toulouse has none of. Around it, 24% of the land is protected against 1% around Toulouse, so walking and days out of town come easily.
Toulouse is the city one: about three times as many restaurants near the centre and a much wider range of kitchens, plus many times as many bars and nightclubs, most of them close in. Evenings out are the clearest gap of all.
Where they are alike

What the numbers don't tell you
No daily cost figure exists for Monaco in this data, so the two cannot be weighed against each other on price at all. Whatever the value axis suggests, it says nothing about what a trip to Monaco costs.
The beach picture also flatters Monaco's shoulder season. The sea is warmest in August, but rain climbs steeply straight after, 84mm in September and 124mm in October, so a late trip can be warm and wet at once. Toulouse's rain is spread more evenly month to month, which makes its shoulder weeks more predictable rather than drier.

Monaco peaks in July and August: highs of 28°C, sea at 24-25°C, and the driest weeks of the year, under 20mm a month. October and November are the ones to avoid, both above 120mm.
Toulouse holds up longer. June to September runs 25-29°C with rain of 40-64mm a month, and September stays warm while Monaco has already turned wet. May is the wetter month there, at 74mm. Winter is cool in both, though Toulouse sits lower, at 10°C in January.
