Where they differ
Nice puts you on the coast: the sea is 1km from the centre, with 70 beaches nearby against Rome's 3. Its restaurants also span a wider range of kitchens, and more of the surrounding land is protected, 24% against 19%.
Rome holds many times as many museums, and 7 UNESCO-listed places within day-trip reach against Nice's 2. Far more notable sites sit within walking distance of the centre, park space near the centre runs considerably larger, and there is much more choice for a night out.
Where they are alike
Neither city has a hard winter: coolest-month highs sit at 13°C in Nice and 12°C in Rome, and the sea reaches 25°C in August in both, which is the warmest month in each.

What the numbers don't tell you
The daily budget figures, €160 and €155, are national estimates of restaurant and hotel prices, not measurements of either city. A capital or a heavily visited coastal city can sit well away from its national average, so a gap this small says nothing about which trip costs more.
Nice's beach advantage lands squarely in the two hottest and driest months, which is also when the coast draws most people, and the months either side carry the year's heaviest rain. Rome's summer heat reaches 31°C with the sea 24km away, so July and August favour indoor sights over swimming.

Rome works best in May, June and September, when highs run 24-28°C rather than the 31°C of high summer, and its sea stays at 21°C or more a month longer than Nice's. Autumn turns wet in both, though Nice more so, with 124mm in October and 138mm in November against Rome's 97mm and 114mm.
