Where they differ

Quebec City is the outdoor side: 7% of the surrounding land is protected against 2% around Toronto, with far more park space near the centre, and one UNESCO-listed place sits within day-trip reach where Toronto has none.

Toronto is the city for eating and going out, with many times as many restaurants near the centre and a wider spread of kitchens, and many times as many bars and clubs, most of them central. It also has 58 beaches to Quebec City's 9, with the lake at 21°C in August.

Where they are alike

Museums and heritage come out close. Toronto has somewhat more museums, but Quebec City counters with one UNESCO-listed place within day-trip reach, so either city gives you indoor history without one clearly outclassing the other.

What the numbers don't tell you

The value figure here is a national price level, identical for both by construction, so it says nothing about which of these two cities costs more. No daily budget figure exists for either, so no cost comparison between them is possible at all.

No weather station near either city records sunshine hours, so that side of the weather comparison is unmeasured rather than poor, and the monthly picture rests on temperature, rainfall and lake temperature alone. Toronto's beach advantage is seasonal too: the lake only reaches 21°C in August, and neither city has a month at 40mm of rain or less.

Toronto holds a longer season, from May to September, with highs of 19-22°C at the ends and rain mostly 58-85mm, drier than Quebec City through the same months. The lake reaches 20-21°C in midsummer, so late summer adds swimming to the same warmth.
