Where they differ
Ottawa is the better base for trips out of town: 8% of the land around it is protected against 2% around Toronto, it has about twice as much park space near the centre, and one UNESCO-listed place lies within day-trip reach.
Toronto is the stronger city stay, with about three times as many restaurants near the centre and three times as many drinking spots and nightclubs, though the range of kitchens is similar. It has 58 beaches against Ottawa's 9, and one month of sea at 21°C.
Where they are alike
Weather runs much the same across the year: both peak at 27°C in July, both cool hard in winter, and neither has a month at 40mm of rain or less, so wet days are possible whenever you go.

What the numbers don't tell you
No cost comparison is possible here. The dataset carries no daily budget for either city, and the value figure both share is a national price level, identical by construction, so it says nothing about whether one costs more than the other. Treat the two as unranked on money.
Sunshine is not measured near either city, so that side of the weather comparison is absent rather than poor: the monthly picture rests on temperature, rainfall and sea temperature alone. Toronto's beach advantage is also narrower than 58 beaches suggests, since only August reaches 21°C in the water.
When should you go?

Ottawa is at its best from June to August, when daytime highs run 24-27°C and the trips out of town are usable. Rain is heaviest at the turn into autumn, 94mm in October, and winter is the weakest stretch, with January highs of -5°C.
Toronto suits the same summer months and finishes them better: August brings 26°C with 69mm of rain, less than Ottawa's wettest summer month, and sea at 21°C for swimming. Its winter is milder, though still too cold for the water.
