Where they differ
Salzburg carries the heritage side. It has many times as many museums as Zadar, and 3 UNESCO-listed places within day-trip reach against Zadar's 2, which gives a wet afternoon somewhere to go.
Zadar is the water and outdoors trip. It has 49 beaches nearby where Salzburg has 9, and four months when the sea sits at 21°C or more, which Salzburg cannot offer at all. Protected land around Zadar covers 12% of the surroundings, double the share around Salzburg, so walking days are easier to fill.
Where they are alike
Neither is a late-night destination. Salzburg has more places to drink and more clubs than Zadar, but in both the ones that exist sit close to the centre, so an evening out is a short walk rather than a plan.
Both also concentrate what there is to see in a compact core you can cover on foot, and both follow the same seasonal shape, warmest in July and coolest in January, with families catered for modestly in each.

What the numbers don't tell you
The daily budget figures, €160 for Austria and €138 for Croatia, are national estimates of restaurant and hotel price levels, not measurements of either city. A heavily visited city can sit well above its own country's average, by more than the gap between these two figures, so neither city can be called the cheaper trip on this basis.
