Where they differ

Santiago has about twice as much park space near the centre, and its museums sit more tightly around it, so a day on foot covers most of them.
Where they are alike
Neither is a strong family choice. San Sebastian has more attractions near its centre and one theme park within reach, Santiago more park space, but both are limited on that front.

The value figures are identical for these two because they reflect a national price level rather than either city; that comparison carries no information. The daily budget of €122 is one national estimate, not a measurement of San Sebastian or Santiago, so do not read it as a difference between them.
San Sebastian's beach advantage is narrow in time: the sea passes 21°C in only two months, which is also when the coast is busiest. And the dry summer that makes Santiago appealing is the exception in its year; through the wet half it runs well past 200mm a month, above San Sebastian in the same stretch.
