What the numbers don't tell you

The daily budget, €138 for Split's country against €76 for Tirana's, is a national estimate of restaurant and hotel prices, not a measurement of either city. A capital and a heavily visited coastal city can sit well away from their own country's average, by more than the gap between these two figures, so it settles little about what a day in either costs.

The beach picture belongs to Split, but it is concentrated: the sea is warmest in the same weeks the city is busiest, and its driest months are July and August, so good swimming and crowds arrive together. Tirana's sea figures describe water 26km from the centre.
