Where they differ
Mostar's edge is heat: daytime highs reach 33°C against Split's 31°C, and it holds about as many tourist attractions near the centre as Split, in a core you can cover on foot.
Split has about twice as many restaurants near the centre and a wider choice of kitchens, plus about twice as many places to drink. It has 87 beaches nearby against Mostar's 7 and four months of sea at 21°C or more, and more protected land and park space around it for days out of town.
Where they are alike
Both are compact. Notable places cluster within walking distance of the centre in each, Split with somewhat more of them, so neither needs a car for the core of a visit.
Their weather runs in parallel too, coolest in January at 9°C in Mostar and 11°C in Split, hottest in high summer. Each offers a similar number of tourist attractions near the centre for families, and neither has a theme park within reach.

Travellers who build their days around eating and evenings out are also better served in Split, with about twice as many restaurants near the centre, a wider range of kitchens and about three times as many nightclubs, most of them walkable.
If you want heat and a short, low-effort trip, Mostar suits: midsummer highs of 33°C, a centre small enough to cover on foot, and about as many attractions close by as Split has.
What the numbers don't tell you
No cost comparison is possible here. The data carries a daily budget for Split, €138, and nothing equivalent for Mostar, so none of these figures tells you which is cheaper to visit day to day. The value ranking rests on a different measure that both cities do have.
Warm months and dry months are not the same months. Mostar's better weather sits either side of a midsummer at 33°C and an autumn where rainfall passes 140mm, and Split's beaches and 25°C sea peak in exactly the weeks everyone else arrives, which a beach count cannot show.
When should you go?

Mostar is best in May and June, when highs sit at 25-30°C and rain eases to 90mm. Midsummer reaches 33°C, hard going on foot, and from September rainfall climbs past 140mm and keeps rising through the winter.
Split holds its form longer. June to September brings warm sea, 22-25°C, and a July that is genuinely dry at 25mm, so beach days are dependable. The wet turn comes later and less sharply than in Mostar, though late autumn is still its heaviest stretch for rain.
