Where they differ
Dubrovnik has the coast: 43 beaches against Mostar's 7, and five months of sea at 21°C or more, which Mostar has none of. It also has about twice as many restaurants near the centre and a wider range of kitchens, more museums, more UNESCO-listed places in day-trip reach, and twice as many notable places within walking distance.
Mostar has more protected countryside around it, 6% of the land against 4%, more park space near the centre, somewhat more places to drink, and hotter summers, reaching 33°C.
Where they are alike
Evenings out look much alike. Mostar has somewhat more places to drink, Dubrovnik about twice as many nightclubs, and in both they sit near the centre, so a night out is a short walk either way.
Both get the same sunshine, 2414 hours a year, and neither is comfortable right through it: Dubrovnik runs 11-29°C, Mostar 9-33°C. Protected land is limited around both, and both are thin for families, with a few attractions and parks near the centre.
Which traveller are you?
If swimming is the point of the trip, Dubrovnik is the only real answer: 43 beaches within reach and sea at 26°C in August, where Mostar has no swimming season at all.
If you travel for museums and for eating out, Dubrovnik again: more museums, more UNESCO-listed places within day-trip reach, roughly twice the restaurants near the centre, and a denser core to walk around.
If you would rather walk in open country and drink somewhere unhurried, Mostar suits better: more protected land at 6%, more park space near the centre, more places to drink, and summer highs of 33°C.
What the numbers don't tell you
No cost comparison is possible here. The data carries a daily budget for Dubrovnik, about €138, and nothing equivalent for Mostar, so nothing on this page tells you which trip costs more; the value ranking rests on a different measure that both cities do have.
Dubrovnik's beach advantage is seasonal: the sea sits at 21°C or more for five months, and outside those the beaches are scenery rather than swimming. And a warm month is not a dry one: neither city has a genuinely dry month, and late autumn runs close to 200mm, so mild-looking shoulder months are wet in both.
When should you go?

Mostar peaks earlier and later: spring into early summer sits at 25-30°C, before high summer pushes to 33°C, with early autumn still warm. Rainfall is identical in the two cities, so the wet end of the year, over 140mm a month from autumn onwards, counts against both equally.
