Where they differ
Aarhus is the one with a usable coast: 28 beaches nearby against Hamburg's 16, and sea reaching 18°C in August, though neither reaches 21°C. Its museums are fewer, but they sit tightly around the centre.
Hamburg has about three times as many places to drink and many times as many nightclubs, most of them near the centre. It also has about three times as many museums, one UNESCO-listed place within day-trip reach, and many more attractions near the centre for families.
Where they are alike
Both are northern cities with the same shape of year: winters hovering around 4°C, summers topping out at 22-23°C, and rain in every month. Neither has a warm-water swimming season.
On day trips and on cost they sit closer together. Neither is ringed by much wild country, though Hamburg has the larger share of protected land and a little more park space near the centre, and the national price estimates behind them, Danish and German, sit in the same broad range.

What the numbers don't tell you
The daily budget figures, €214 for Denmark and €163 for Germany, are national estimates of restaurant and hotel price levels, not measurements of either city. A city can sit far from its own country's average, so that gap says little about what either trip will cost.
No weather station near Aarhus records sunshine hours, so that side of the weather comparison is unmeasured, and its monthly picture rests on temperature, rainfall and sea temperature alone. The beach count also needs reading carefully: the sea peaks at 18°C, and the warmest months are among the wettest.

Aarhus works best in July and August: highs of 22°C and 21°C, with the sea at its warmest, 18°C in August. Spring is its drier stretch, with 33mm in April and 36mm in March, useful if you want the coast without much rain.
Hamburg is the better pick from April to June, when highs climb from 14°C to 21°C and April sees 39mm. Its summer is warmer, at 23°C in July and August, but also wetter, with 82mm in July.
