The verdict
Choose Barcelona if the trip is built around eating out, museums and going out late, with most of what you want within walking distance of the centre, and if you want reliably dry summer heat, with highs of 29°C.
Choose Biarritz if you want a small coastal town of 26,200 people rather than a city, more beaches within reach and the sea 1km from the centre.

Where they differ
Barcelona has many times as many restaurants near the centre, and a much wider range of kitchens. It has many times as many bars and clubs, most of them central, and many times as many notable places within walking distance of the centre, so days need less planning.
Biarritz is the smaller, quieter proposition: a town of 26,200 against 1.73 million. It has 43 beaches nearby against Barcelona's 20, and the sea sits 1km from the centre rather than 2km, so swimming fits into an ordinary day.
Where they are alike
Both are coastal cities where the water is close to the middle of town, 1km in Biarritz and 2km in Barcelona, and both are at their warmest for swimming in late summer. Neither is a place where you need to travel to swim.
Their weather patterns match closely, highs of 14-29°C in Barcelona and 13-26°C in Biarritz, both coolest in winter and warmest in late summer. Both are costed here from a national estimate rather than a city one.
Which traveller are you?
A traveller who wants to eat well and go out late should take Barcelona. It has many times as many restaurants and drinking places near the centre, a wider range of kitchens, and most of them within walking distance.
A swimmer who wants the sea at the end of the street is better served by Biarritz, with 43 beaches nearby against 20 and the water 1km from the centre. Barcelona holds sea above 21°C for a month longer.
Families lean to Barcelona, which has 3 theme parks within reach against 1, about twice as much park space near the centre and far more attractions close in. Biarritz has less to fall back on.
What the numbers don't tell you
The daily budget figure is a national estimate for Spain and France, not a measurement of either city. A large capital and a small resort town can each sit well away from their country's average, by more than the gap between the two figures, so treat it as background rather than as a guide to what either trip costs.
Biarritz's beach count is a count, not a season: the sea there reaches 21°C or more in only 2 months, and no month of the year drops to 40mm of rain or less. In Barcelona the reverse applies: its driest, warmest months are the ones everyone else also picks.
When should you go?
The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.
Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Barcelona: 1991-2020 normals, Barcelona / Aeropuerto (14.4 km from centre). Biarritz: 1991-2020 normals, San Sebastian / Fuenterrabia (24.4 km from centre).
Barcelona's strongest run is June to August, with highs of 26-29°C, the sea at 24-25°C and rainfall down to 27mm, so beach days are dependable. Its autumn stays warm but turns much wetter, at 82-83mm.
Biarritz is at its best in July and August, with highs of 25-26°C, the sea at 21-22°C and its lowest rainfall of the year, near 100mm. Every other month is wetter, and winter highs sit at 13-14°C.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-08 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
