The value comparison here carries no information: both cities draw on the same national price level, so it cannot tell you which is cheaper. The €122-a-day figure beside it is one national estimate, not a measurement of either place, so plan costs locally.
Barcelona's 20 beaches belong to a city of 1.7 million people and are busiest in exactly the months that rate best. San Sebastian's warmest months are only relatively dry: they still bring over 100mm, so a good month there is not a dry one.

San Sebastian's window is July and August, its warmest and driest, with highs of 22-23°C and the sea at its best then. Even so, rain runs near 100mm in those months, and the rest of the year is cooler and considerably wetter, so treat it as a summer destination.
