Where they differ

Where they are alike

What the numbers don't tell you
The daily budget of €99 is a single national estimate of restaurant and hotel prices for each country, not a measurement of either city. A capital can sit well above its own national average, by more than the gap between the two national figures, which here is nil. Read it as a country signal, not a ranking of these two cities.
The best-rated months are not the driest: June is the wettest month in both, at 95mm in Belgrade and 82mm in Bucharest. Bucharest's driest month falls in winter, when highs reach 6°C, so its drier profile arrives when you are least likely to want it.

Bucharest is the stronger pick in late spring and September, when highs sit at 24-25°C. It is the drier city through the year, with February at 33mm against Belgrade's 44mm, though highs of 6°C limit what that buys you. August tips to 31°C.
