Where they differ
Belgrade is the stronger city break. It has about three times as many restaurants near the centre and a much wider range of kitchens, and many times as many notable places within walking distance. For children there is far more park space near the centre and 1 theme park within reach, where Split has none.
Split is built around the water. It has 87 beaches nearby against Belgrade's 9, and the sea holds 21°C or more for four months, reaching 25°C at its warmest.
Where they are alike
Nature and day trips come out level. Protected land is similar in both, 9% around Split and 6% around Belgrade, so neither is a wilderness base, though Belgrade has far more park space near the centre.
Heritage is close too: Belgrade has many more museums, while Split has 4 UNESCO-listed places within day-trip reach. Both follow the same seasonal shape, warm summers and a cooler off-season, and their national price levels are not far apart.

A traveller who eats out and stays out late is better served in Belgrade. It has roughly three times as many restaurants and drinking places as Split, many more nightclubs, and most sit near the centre.
Families lean to Belgrade too: about twice as many tourist attractions near the centre, much more park space to break up a day, and a theme park within reach that Split has no equivalent of.
What the numbers don't tell you
The daily budget figures, €99 and €138, are national estimates of restaurant and hotel price levels, not measurements of Belgrade or Split. A capital and a heavily visited coastal city can each sit well away from their country's average, by more than the gap between the two figures, so treat them as a rough frame only.
Split's beach strength is concentrated in time: the sea only reaches swimming warmth for four months, and that window is also the high season, when those beaches are at their busiest. Outside it the coast is mild but wet, and much of what the figures reward is unavailable.
When should you go?

Belgrade works best from May to September, with highs of 24-30°C. Rain is spread fairly evenly through the year, though June brings 95mm, so choosing a month is mostly a question of temperature. In January, highs of 5°C make it an indoor trip.
Split peaks from June to September, when the sea sits at 22-25°C and July is the driest month at 25mm. Autumn turns wet, 117mm in November, and winter stays mild but damp.
