The verdict
Choose Biarritz if the trip is the sea: dozens of beaches within reach and water 1km from the centre, at its best in high summer.
Choose Valencia if you want a city around the water, with far more restaurants and night-time options, museums closer together, and warm, dry days over a much longer stretch of the year.

Where they differ
Biarritz is the more compact seaside town: 43 beaches nearby and the water 1km from the centre against 3km in Valencia, plus 1 theme park within reach, which Valencia does not have.
Valencia has many times as many restaurants near the centre and a much wider range of kitchens, many times as many bars and clubs, most of them central, and many more notable places within walking distance of the centre. Its museums, about three times as many, also sit tightly around the centre.
Where they are alike
Both rate the same for beaches and swimming, and both are warmest in late summer, when the sea reaches 22°C at Biarritz and 26°C at Valencia. Biarritz has more beaches, Valencia a longer warm-sea season; either way, swimming is a reason to go.
On price, the national estimates are €160 a day for France and €122 for Spain. For families, neither is a specialist: Biarritz has 1 theme park within reach, Valencia park space and attractions near the centre.
Which traveller are you?
Beach-first travellers: Biarritz, with 43 beaches nearby and the water 1km from the centre. Valencia's beach sits further out, but its sea stays above 21°C for five months against Biarritz's two.
Eating and going out: Valencia, clearly. Many times as many restaurants near the centre, a much wider range of kitchens, and many times as many bars and clubs, most of them within reach on foot.
Families with a walking-based trip: Valencia again, with far more attractions and about three times as much park space near the centre. Biarritz's counterweight is one theme park within reach and a shorter walk to sand.
What the numbers don't tell you
The daily budget is a national estimate, France against Spain, €160 and €122, covering restaurant and hotel price levels across each country rather than either city. A small resort town and a large city can each sit far from their national average, by more than the two figures differ, so read it as background rather than a price for your trip.
Equal standing on beaches covers two different swimming seasons: Biarritz's many beaches sit by a sea that warms late and briefly, while Valencia's fewer beaches come with a longer warm-water stretch and August highs near 31°C, heat as well as sun.
When should you go?
The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.
Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Biarritz: 1991-2020 normals, San Sebastian / Fuenterrabia (24.4 km from centre). Valencia: 1991-2020 normals, Valencia (1.6 km from centre).
Biarritz is at its best in July and August, when highs reach 25-26°C and the sea 21-22°C; those are also its driest months, near 100mm. Autumn turns heavy, with November the wettest at 224mm.
Valencia holds up from April to October, with highs of 21-31°C and modest rain through spring and summer; July is the driest month at 7mm. Autumn is its wettest stretch at about 70mm, still warm but less reliable.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-08 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
