What the numbers don't tell you

The value figures for these two are identical by construction: they reflect a national price level, not either city, so the comparison between them carries no information. The €122 daily budget beside them is one national estimate rather than a measurement of Bilbao or Malaga, so treat costs as something to check locally.

Malaga's beach and weather strengths peak together. The warmest sea and the driest weeks fall in July and August, when highs reach 32°C, so the best swimming coincides with the hottest, busiest period. Bilbao's summer is its driest stretch too, but the shoulder months turn wet quickly, with 170mm in November.

Malaga's window is wider. May and June give 25-29°C with 4-23mm of rain, and September holds 28°C with the sea at 22°C. July and August reach 31-32°C, which is a lot if you are walking; even winter highs sit near 17-18°C.
