Where they differ
Bruges keeps things tight: its museums sit closer around the centre, and it has somewhat more tourist attractions near the middle of town. April, at 35mm, is the one drier month either city offers.
Cologne has about three times as many restaurants near the centre and three times as many places to drink, plus many more nightclubs. Where they are alike

What the numbers don't tell you
The daily budget is a national estimate, one figure for Belgium and one for Germany covering restaurant and hotel price levels, not a measurement of either city. A heavily visited small town can sit well above its own country average, by more than the €180 against €163 gap between the two national figures.
Cologne is counted with 40 beaches nearby, but no sea temperature is recorded for it, and neither city has a month with sea at 21°C or more, so the count says little about swimming. Similarly, the warmest months are also the wettest in both.
When should you go?

Bruges is at its best in July and August, when highs reach 22°C and the sea peaks at 19°C. April stands out for anyone who dislikes rain: 35mm, the driest month on either list, though it is a cool one.
Cologne is the warmer choice from May onwards, reaching 25°C at the height of summer, but those same months bring 81mm of rain. In autumn the balance flips and Bruges takes the heavier rain through October and November.
