Where they differ
Brussels concentrates more into a walkable centre: about twice as many notable places within walking distance as Frankfurt, roughly twice as many museums, and 10 UNESCO-listed places within day-trip reach against 4. It also has about twice as many restaurants near the centre and a wider spread of kitchens.
Frankfurt is the greener base. 28% of the land around it is protected against 6% around Brussels, and it has about twice as much park space near the centre, plus about twice as many tourist attractions of the sort families use.
Where they are alike
Value is not what separates them. The national price levels behind the two sit close together, and neither city is the obvious budget choice, so cost is unlikely to decide the trip.
Both are inland cities: neither has a month of sea at 21°C or more, and Frankfurt's 4 nearby beaches are the only distinction. Their years run the same shape too, winters with highs of 5-6°C and summers of 23-26°C, and rain in every month.
Which traveller are you?

What the numbers don't tell you
The daily budget attached to each city is a national price level for restaurants and hotels, not a measurement of Brussels or Frankfurt. Capitals and heavily visited cities can sit well away from their own country's average, by more than the gap between the two national figures, so treat it as background rather than a reason to pick one.
Frankfurt's 4 nearby beaches do not make it a swimming destination: no month reaches 21°C at sea. The warmest months are also among the wettest, particularly in Brussels, where August pairs the year's best warmth with 90mm, so peak season is not the same as dry weather.
When should you go?

Brussels peaks in July and August at 23°C, though August is also its wettest month, at 90mm, so summer plans need an indoor fallback. April is the driest month, at 47mm, and better suited to long days on foot even if it is cooler.
Frankfurt is warmer across the same summer, 24-26°C, and drier with it at 60-68mm, so the heat comes with fewer washed-out afternoons. Spring works better there too: 17°C and 38mm in April. Winters in both are cold and grey.
