Where they differ
Brussels has about twice as many museums as Zurich, and 10 UNESCO-listed places within day-trip reach against Zurich's 1. It also has considerably more tourist attractions near the centre, about twice as many notable places within walking distance, twice as many restaurants and a somewhat wider range of kitchens, and about twice as many places to drink.
Zurich has the greener surroundings, with 16% of the land around it protected against 6% around Brussels, and 23 beaches nearby where Brussels has none. Summer highs are marginally higher, at 24°C.
Where they are alike
Neither city is a swimming destination in the usual sense. Zurich has lake beaches and Brussels none, but neither has a month of sea at 21°C or more, so water is at best a summer afternoon rather than a reason to travel.
Their climates sit close together, with highs of 6-23°C in Brussels and 4-24°C in Zurich, both warmest in July, and neither has a month at 40mm of rain or less. Countryside is a modest part of both trips, with park space near the centre doing much of the work.

What the numbers don't tell you
The daily budget figures, €180 for Belgium and €248 for Switzerland, are national price levels for restaurants and hotels, not measurements of either city. A capital or a heavily visited city can sit further from its own national average than these two figures sit from each other, so the gap is not evidence that one city costs more than the other.
Zurich's 23 beaches are lake beaches, and neither city has a month of sea at 21°C or more. Zurich's warmest months are also its wettest, so the summer you would pick for warmth is the one carrying the most rain.

Zurich's warm months are also its wettest: May to August bring 119-128mm as highs climb from 19°C to 24°C. July and August are the peak in both cities, but Brussels stays drier. Zurich's driest stretch is January and February, at 60-62mm, when highs sit at 4-5°C.
