Where they differ
Budapest has many times as many places to drink and many times as many nightclubs as Salzburg, most of them near the centre. It also offers a much wider range of kitchens, with far more restaurants close in, and about three times as many notable places within walking distance of the middle.
Salzburg works at a different scale: four theme parks within reach against Budapest's one, three UNESCO-listed places within day-trip range against Budapest's one, and museums grouped tightly enough around the centre to cover on foot.
Where they are alike

What the numbers don't tell you
The daily budget figures, €104 for Hungary and €160 for Austria, are national price estimates for restaurants and hotels, not measurements of either city. A capital and a heavily visited small city can both sit well above their national averages, by more than the gap between the two figures, so read them as a note on the countries rather than a ranking of what your trip will cost.
Beach counts flatter both: neither has a month of sea at 21°C or more. And Salzburg's warmest months are also its wettest, near 167mm, so a warm month and a dry one are not the same month.
When should you go?

Salzburg is warmest in July and August at 25°C, but those are also its wettest months, near 160mm each. September eases to 20°C and 127mm, the closest it comes to settled. Both are cold in winter, so neither offers a warm off-season.
