Where they differ
Cannes has the coast to itself: 68 beaches nearby against Turin's single one, and four months when the sea reaches 21°C or more, which Turin has none of. What nightlife it has sits close to the centre, so evenings need little planning.
Turin has roughly twice as many museums, set tightly around the centre, and 4 UNESCO-listed places within day-trip reach against Cannes's 2. Its bars and clubs outnumber Cannes's several times over, though only about half sit near the centre.
Where they are alike
Neither is a strong base for days out, though they get there differently: 17% of the land around Cannes is protected against 6% around Turin, while Turin has more park space near the centre.

What the numbers don't tell you
The daily budget figures, €160 and €155, are national estimates for France and Italy, not measurements of either city. A coastal town or a large city can sit well away from its country's average, by more than the gap between the two figures, so they say nothing about which trip costs more.
No weather station near Turin records sunshine hours, so that figure is missing rather than low, and Turin's monthly picture rests on temperature and rainfall alone. Cannes's best months, July and August, are also its peak season, and the beach count says nothing about how full those beaches are.

Cannes is at its best from June to September, with highs of 28°C in July and August, sea at 24-25°C and the driest weeks of the year at 13mm and 18mm. October and November turn wet, 124mm then 138mm, but winter days stay mild at 13-14°C.
Turin suits July and August, when highs reach 29°C, though rain is spread through the year: 83mm in August and 116mm in September. Spring is warm but wetter, and January highs of 7°C make winter a poor time to visit.
