Where they differ
Cologne is the better base for leaving the city: 53% of the land around it is protected against 14% around Dresden, and 6 theme parks are within reach against Dresden's 2. It also has about three times as many restaurants and places to drink near the centre, and twice as many nightclubs.
Dresden has somewhat more museums, and a wider range of kitchens. Its weather runs slightly warmer and drier: summer highs of 26°C, and four months at 40mm of rain or less, which Cologne has none of.
Where they are alike
Both centres hold about the same number of notable places within walking distance, so either can be seen on foot.

The value comparison between these two carries no information. The figure is a national price level, identical for both by construction, and the €163 daily budget beside it is one national estimate rather than a measurement of either city. If cost decides your trip, this dataset cannot settle it.
Beach counts also mislead. Cologne has 40 nearby, nearly twice Dresden's, but neither has a month with water at 21°C or more, so these are inland swims on warm days rather than a seaside holiday. And the warmest months in both are also the wettest, near 80mm, so heat and dry days do not arrive together.
