Where they differ
Como is compact: its museums and its few bars sit close to the centre. It has more places to swim, 8 beaches against Rome's 3, slightly more protected land, 23% against 19%, and 8 UNESCO-listed places within day-trip reach.
Rome has many times as many notable places within walking distance of the centre, many times as many restaurants with a wider range of kitchens, and far more bars and clubs, though only about half are central. For children there are 4 theme parks and much more park space.
Where they are alike
Both follow the same seasonal shape: January is the coolest month in each, and both are properly warm in high summer, 27°C in Como and 31°C in Rome, with plenty of annual sunshine.

What the numbers don't tell you
The value figure is a national price level, identical for the two by construction, so it tells you nothing about which of these is cheaper; the €155 daily budget beside it is one national estimate rather than a measurement of either city. Treat cost as unresolved.
Elsewhere, strong numbers hide timing. Como's beaches matter mainly in the months that are also its wettest, near 158mm, and unlike Rome it has no warm sea months to fall back on. Rome's driest, clearest stretch is also its hottest at 31°C, which is when its walkable centre is busiest.
When should you go?

Como peaks in high summer, when highs reach 27°C, but rain is heavy right through the warm half of the year, roughly 140-180mm a month, so showers are likely whatever you plan.
Rome has the wider window. May and June are warm at 24-28°C with far less rain, under 65mm, and September still holds 27°C. Midsummer is hotter, 31°C, and the driest part of the year; late autumn is the wettest, above 95mm a month.
