Where they differ
Como runs warmer, with daytime highs of 7-27°C against Zurich's 4-24°C, and more of the land around it is protected. It also has 8 UNESCO-listed places within day-trip reach against Zurich's 1. Italy's national daily estimate is €155 against Switzerland's €248.
Zurich has about three times as many restaurants near the centre and a much wider range of kitchens, three times as many places to drink and many more nightclubs, and many times as many notable places within walking distance.
Where they are alike
Neither is a swimming destination. Both have lake beaches nearby, 23 around Zurich and 8 around Como, but neither has a month of water at 21°C or more, so bathing is incidental rather than a reason to go.
They are close on green space and days out too, each with protected land within reach and parks near the centre. The weather has a similar shape: both are wet in every month, neither dropping to 40mm or less, and both are warmest in July.

What the numbers don't tell you
The daily budget figures, €155 for Italy and €248 for Switzerland, are national price levels for restaurants and hotels, not measurements of Como or Zurich. A lake town in high season and a large city can each sit far from their own country's average, further than the gap between the two figures.
Como's warmest months are also among its wettest, at 158-178mm; a good month there is not a dry one. And the lake beaches counted around both cities come without a warm swimming season: neither has a month of water at 21°C or more.
When should you go?

Como's best run is June to September, with highs of 25-27°C, though the rain comes with it at 158-172mm a month. The shoulder weeks either side are warmer than Zurich's but wetter still.
Zurich is at its best in July and August, a little cooler at 24°C but drier than Como across the same weeks, and its autumn is drier again, 87mm in September against Como's 168mm. Winter is cold in both, and colder in Zurich.
