Where they differ
Hamburg has about three times as many restaurants near the centre, though the range of kitchens is similar in both, so the difference is choice rather than variety. It also has about three times as many bars and clubs, and most of them sit near the centre, so a night out needs little planning.
Dresden runs warmer through the year, with daytime highs of 4-26°C against Hamburg's 4-23°C, and four months at 40mm of rain or less against Hamburg's one.
Where they are alike
Neither is a swimming destination. Neither has a month of sea at 21°C or more, and the beaches counted near each are a warm-afternoon option rather than a reason to pick one.
Day trips look much the same from either: 14% of the surrounding land is protected in both cases, and park space near the centre is comparable. Families are close as well, Hamburg with somewhat more attractions near the centre, Dresden with two theme parks within reach against Hamburg's one.

Museum and street-walking visitors lean to Hamburg, with somewhat more museums and more notable places within walking distance of the centre. Both have one UNESCO-listed place within day-trip reach, so that is not the deciding factor.
What the numbers don't tell you
The value comparison between these two tells you nothing. Both carry the same national price level by construction, and the €163 daily budget beside each is one country-wide estimate rather than a measurement of Dresden or Hamburg, so neither can be called the cheaper trip on this evidence.
Dresden's advantage on rainfall belongs to the cooler half of the year. Its two warmest months are also its wettest, at 80-83mm, so a July visit is not a dry one. Hamburg's larger stock of restaurants and bars sits near the centre, which helps a short stay and says little about the rest of the city.

Dresden peaks from June to August, with highs of 24-26°C, and September still reaches 21°C on 55mm of rain. Its spring is the drier one, 31-36mm from February to April, which makes March and April usable for walking.
Hamburg's warm window is narrower, July and August at 23°C, and both months carry 77-82mm of rain. April is its driest at 39mm but only 14°C. Winter is wetter than Dresden's, 67-72mm in December and January against 45-46mm.
