Where they differ
Dresden has about twice as many restaurants near the centre as Innsbruck, and a much wider range of kitchens with them. It also does more for children: roughly twice as many attractions near the centre and twice as much park space, though both cities have 2 theme parks within reach.
Innsbruck is the better base for getting out of town: 31% of the land around it is protected against 14% around Dresden, so open country is closer to hand, while what Dresden offers is concentrated inside the city.
Where they are alike
Beaches and swimming is where they sit closest, and it is a shared absence: neither has a month of sea at 21°C or more, so neither is a place to plan a trip around swimming, whatever water is counted nearby.

What the numbers don't tell you
The daily budget is a national estimate, €163 for Germany and €160 for Austria, a price level for restaurants and hotels rather than anything measured in Dresden or Innsbruck. A heavily visited city can sit well above its own country's average, by more than the small gap between these two figures, so neither number tells you which trip will cost more.
The warm months are also the wettest, most sharply in Innsbruck, where August pairs the summer highs with 144mm of rain. And the beaches counted near either city sit behind no month of sea at 21°C or more, so swimming is short-seasoned rather than a reason to book.

Dresden's clearest window is June to August, with highs of 24-26°C, and it stays the drier city year-round: 4 months at 40mm or less against Innsbruck's 1. February to April are light on rain, at 31-36mm, so early spring works here in a way it does not there.
Innsbruck reaches the same summer highs, but July and August bring 129-144mm of rain, over half as much again as Dresden. September holds 21°C with the rain easing, and that suits days spent out of the city.
