Where they differ
Frankfurt packs about twice as many notable places within walking distance of the centre as Rotterdam, and about twice as many museums; the drinking scene is about twice the size too. Rotterdam is the one with a coast: 22 beaches nearby against Frankfurt's 4, the sea at its warmest around 19°C, and 8 theme parks within reach against Frankfurt's 2, plus a slightly wider range of kitchens.
Where they are alike
Eating out is where they are hardest to separate. Frankfurt has somewhat more restaurants near the centre, Rotterdam a somewhat wider spread of kitchens, so both reward a trip built around meals rather than one dish.
They also land close on families, on year-round weather and on national price levels: both peak in July and bottom out in January, both work for children, and the German and Dutch daily estimates are €163 and €181.
Which traveller are you?

What the numbers don't tell you
The daily budget figures are national estimates, €163 for Germany and €181 for the Netherlands, covering restaurant and hotel price levels rather than either city. Neither number was measured in Frankfurt or Rotterdam, and a heavily visited city can sit further from its country's average than the two averages sit from each other.
Rotterdam's beach count says little about swimming: the sea never reaches 21°C, and the months when it is warmest are also the wettest, near 85mm. Frankfurt's summer advantage carries the same catch, since its warmest months are its rainiest too.
When should you go?

Frankfurt is the stronger summer city: June to August bring 24-26°C against Rotterdam's 20-22°C, with about 60-68mm of rain. April is its drier shoulder at 38mm, and the spring months warm up faster.
Rotterdam's own window is July and August, when the sea reaches 18-19°C and daytime air sits at its warmest, but those are also the wettest months there, near 84-85mm, and rain stays heavy through autumn and winter. Only spring gets close to dry.
