Where they differ

Rotterdam has about three times as many restaurants near the centre and a far wider range of kitchens, plus about three times as much park space near the centre. It also has 22 beaches nearby against Heidelberg's 6, though the sea tops out at 19°C.
Where they are alike
Museums and heritage is where the two are hardest to separate. Heidelberg has somewhat more museums, Rotterdam slightly more UNESCO-listed places within day-trip reach, so both support a couple of indoor days without either dominating.

What the numbers don't tell you
The daily budget figures, €163 and €181, are national price levels for restaurants and hotels, not measurements of Heidelberg or Rotterdam. A large city and a much smaller one can each sit well away from their national average, by more than the gap between the two countries, so this is not evidence that one trip costs more.
Rotterdam's beach advantage is a count, 22 nearby, not a swimming season: the sea peaks at 19°C in August, which is also among its wettest months. Heidelberg's protected land describes the region rather than the city, so using it means transport and the warmer half of the year.
