Where they differ
Inverness is the smaller, tighter place. The sea is 1km from its centre against 2km in Liverpool, its museums sit closely around the centre, and it has one month at 40mm of rain or less, where Liverpool has none.
Liverpool leads on family travel, with far more attractions and park space near the centre and 3 theme parks within reach where Inverness has none. It also has many times as many bars and clubs, and many times as many restaurants, covering a much wider range of kitchens.
Where they are alike
The weather works out much the same. Both sit at 7°C in the coldest month, both peak in July, and both stay mild rather than hot; neither has a month with the sea at 21°C or more, so swimming is a brief summer option in each.
