Where they differ
Kotor leads on the water and on what lies beyond it in one narrow sense: around 50 beaches near a centre that sits on the sea, and sea at 21°C or more for five months, a month longer than in Zadar. It also reaches three UNESCO-listed places on a day trip, and its restaurants cover a wider range of kitchens.
Zadar has the stronger hinterland, with 12% of the surrounding land protected and much more park space near the centre, plus a theme park within reach. It also has many more places to drink and more notable sights packed into walking distance.
Where they are alike
Neither city is a destination for eating in itself. Both keep a modest set of restaurants close to the centre, Zadar with about twice as many, Kotor with the wider spread of kitchens, and in either you eat near where you sleep.
The sea is 0km from both centres, each has close to 50 beaches nearby, and August water reaches 25-26°C in both. Heritage is comparable too: similar numbers of museums, though Zadar's sit more tightly around the centre.

Anyone who wants evenings out and sightseeing on foot should choose Zadar, with many times as many places to drink, somewhat more clubs, and roughly twice as many notable places within walking distance of the centre.
What the numbers don't tell you
The daily budget figures, €95 for Kotor's country and €138 for Zadar's, are national price levels for restaurants and hotels, not measurements of either city. A small, heavily visited coastal town can sit well above its own country's average, so the gap between the two says little about what either trip will actually cost.
No sunshine figure is recorded for Zadar, so its monthly picture rests on temperature, rainfall and sea temperature alone, and that side of the weather comparison is unmeasured. A strong beach showing also hides crowding: Kotor's resident population is 562, and its best months are the ones everyone else picks.

Zadar's strongest run is May, June and September. Days reach 23-28°C in late spring, July is drier still at 25mm, and the shoulder months stay far lighter, near 80mm in September and October. For warmth without the autumn rain, Zadar is the safer pick.
