Where they differ
Limassol has about twice as many museums as Paphos, and three UNESCO-listed places within day-trip reach against two. It also has twice as many bars and nightclubs, most of them near the centre, so evenings offer more range on foot.
Paphos is the stronger choice with children: many times as many tourist attractions near the centre, though neither has a theme park within reach. It also puts somewhat more notable places within walking distance of the centre, while Limassol keeps more park space near its own.

The value comparison between these two carries no information: it is a national price level, identical for both by construction. The €129 daily budget is one estimate for the country as a whole, not a measurement of either city, so treat it as a starting point rather than a difference between them.
No weather station near Paphos records sunshine hours, so that figure is missing rather than low, and its monthly ratings rest on temperature, rainfall and sea temperature alone. Limassol is at its best from May, at 25°C with 10mm of rain, through to October, when highs are 27°C and the sea is still 25°C. The midsummer weeks are hot and dry, better for the water than for walking around town.
Paphos runs the same calendar with a marginally warmer sea, 28°C in August, and June holds up as well. Rainfall is identical in both: near nothing in midsummer, then 98mm in December, when swimming is off the table in either.
