Where they differ
Ljubljana's advantage is concentration rather than volume: almost all of its drinking places sit near the centre, so a night out needs no transport, and the spread of kitchens is wider than Milan's despite far fewer restaurants.
Milan is stronger almost everywhere else. It has many times as many attractions near the centre and 5 theme parks within reach where Ljubljana has none, about three times as many museums and nightclubs, and 30% of the surrounding land protected against 13%, which gives day trips more to aim at.
Where they are alike
Neither is a swimming destination. Ljubljana has 10 bathing spots nearby and Milan 4, but no month in either reaches sea at 21°C or more, so water is at best an incidental part of a trip rather than a reason to book one.
The two national budget estimates also sit close, and the weather years run in parallel: cold winters, July highs of 28-29°C, and no month in either city at 40mm of rain or less.
Which traveller are you?
Families with children: Milan, clearly. It has many times as many attractions near the centre, more park space within walking reach, and 5 theme parks in the surrounding area, while Ljubljana has none.
For a weekend built around bars and clubs, Milan has far more of both, though only about half sit near the centre. Ljubljana's scene is smaller but almost entirely central, which suits anyone who would rather walk between venues.

What the numbers don't tell you
The daily budget figures, €131 and €155, are national estimates of restaurant and hotel price levels, not measurements of Ljubljana or Milan. A capital and a heavily visited business city can each sit well away from their country's average, by more than the gap between the two figures, so treat them as background rather than a reason to pick one.
Counts of nearby things can also mislead. Ljubljana's 10 beaches sit beside water that never reaches 21°C, and Milan's theme parks and half its nightlife sit outside the centre, so both imply travel rather than a short walk.
When should you go?

Ljubljana is at its best from June to August, when highs run 26-28°C. Rain is part of the deal: 114-126mm through those months, and September, still warm at 22°C, is the wettest at 159mm. January highs of 4°C make winter thin.
Milan holds up over a longer season. February and March are drier, at 44-50mm against 82-85mm, and warmer, 15°C in March against 12°C. July is both the warmest at 29°C and one of the driest at 57mm; autumn turns wet in both.
