Where they differ
Maastricht runs the warmer year, with daytime highs of 6-24°C against 6-22°C, and it sits in greener surroundings: 19% of the land around it is protected against 10% around Rotterdam.
Rotterdam is the bigger city: about three times as many restaurants near the centre and a much wider range of kitchens, about twice as many museums, twice as many places to drink and three times as many nightclubs. Where they are alike

What the numbers don't tell you
The value figure is a national price level, identical for both by construction, so it tells you nothing about which city costs more. The €181 daily budget beside it is one national estimate rather than a measurement of either place, so treat neither as cheaper or better value.
Rotterdam's beach lead is about access rather than swimming: the sea peaks at 19°C and never reaches 21°C, so the water is cold by most standards. The months that rate best in both cities are also among the wettest, with summer rain above 80mm, so a warm trip is not a dry one.
