The verdict
Choose Manchester if the trip is built around evenings out, with far more bars and clubs than Rotterdam, and if you want protected countryside within day-trip range.
Choose Rotterdam if you are travelling with children, want museums and UNESCO-listed day trips, or care about the warmer, sunnier half of the year: highs reach 22°C in summer and spring is drier.

Where they differ
Manchester is the city for a night out: about twice as many places to drink as Rotterdam and about twice as many nightclubs, most of them near the centre.
Rotterdam suits families and museum days far better. It has many times as many tourist attractions near the centre, 8 theme parks within reach against Manchester's 2, and about twice as many museums, plus 5 UNESCO-listed places within day-trip reach against Manchester's 2.
Where they are alike
Weather is where they are hardest to separate. Both are mild rather than hot, with highs of 7-21°C in Manchester and 6-22°C in Rotterdam, and neither manages a month at 40mm of rain or less.
They are also close on eating out and on how much is packed into the centre: similar numbers of restaurants near the middle of each city, and in both cases notable places sit within walking distance, Rotterdam with somewhat more of them.
Which traveller are you?
A group planning late nights should go to Manchester. It has roughly twice as many bars and twice as many nightclubs as Rotterdam, and most sit close enough to the centre to walk between them.
Families are better served in Rotterdam, which has many times as many tourist attractions near the centre, 8 theme parks within reach against Manchester's 2, and 22 nearby beaches for a day by the coast.
Anyone who wants countryside between city days should lean to Manchester: 17% of the surrounding land is protected against 10% around Rotterdam, and the two have similar amounts of park space near the centre.
What the numbers don't tell you
The dataset carries no daily-budget figure for Manchester, so a like-for-like comparison of what a day costs in each city is not possible here. The value ratings rest on a different measure that both cities do have, and should not be read as a statement about prices on the ground.
Rotterdam's beach advantage is real in access rather than swimming: 22 beaches and the sea 24km from the centre, but the water peaks at 19°C and neither city has a month of sea at 21°C or more. Coastal days mean walking, not long swims.
When should you go?
The figures behind each month. Each row is shaded against that destination's own year, so the deepest cell is its best month for that measure and the palest its weakest. Shades are not comparable between the two rows.
Temperature and rainfall are thirty-year climate normals, averaged over the years shown. Manchester: 1991-2020 normals, Manchester Airport (14.8 km from centre). Rotterdam: 1993-2020 (sunshine 1991-2020, rainfall 1991-2020) normals, Rotterdam Airport Zestienhoven (3.9 km from centre).
Manchester is the better pick in midsummer: July brings highs of 21°C on 60mm of rain, drier than Rotterdam at the same point in the year. It also holds up marginally better in deep winter, though highs sit near 7°C.
Rotterdam is the stronger choice from spring into early autumn. April is its driest month at 42mm with highs of 14°C; August reaches 22°C, though midsummer rain runs to 85mm. Its autumn stays drier than Manchester's too.

The busiest departure cities for these two, with a place kept for each other part of the world. Busiest means arriving passengers where an official count exists, and where none does, the number of non-stop services flown: official route statistics are published by the European reporting countries and by nobody else, so a table ranked on them alone would offer a reader in New York or Tokyo ten European cities. Flying times are estimated from the distance between airports, and every row is a city flown non-stop to both. Where the typical offer connects anyway, the stops are shown. Under each figure is the airport the flight lands at and how far that is from the centre, because the nearest airport is not always the one a route is flown to. Where both columns name the same airport it is one flight, and the difference between the two is the distance printed beside it. Typical return fares for 2026-08 to 2026-10, cached market data up to 7 days old. The figure is the middle half of the offers found, so a single price means they agreed and a range means they did not; for a typical route that middle half spans about a quarter of the median, and for the least settled routes rather more than the median itself.
