Where they differ
Milan has many times as many bars and clubs as Monaco, and a far wider choice of restaurants near the centre, with more kitchens represented. Its museum collection runs to about three times Monaco's. For families it is the stronger base: many more attractions and much more park space near the centre, and 5 theme parks within reach against Monaco's 3.
Monaco is the one with the coast: 50 beaches nearby against Milan's 4, and four months when the sea holds 21°C or more, where Milan offers none.
Where they are alike
Both keep their sights tight around the centre: in each city the notable places sit within walking distance of one another, so a day on foot covers a lot, Milan simply with about twice as many of them.

What the numbers don't tell you
No cost comparison is possible here. The dataset carries a daily budget for Milan, about €155, but none at all for Monaco, so nothing in these figures tells you what the second trip costs, in either direction. Read the value comparison as absent rather than close.
Warm and dry are not the same thing. Milan's September still reaches 24°C but is among its wettest months, and Monaco's mild winter highs of 13-14°C come with a sea at roughly the same temperature, so the mildness is not swimming weather for most of the year.
When should you go?

Milan is at its best from June to August, when highs run 26-29°C and July is the driest of that stretch at 57mm. Avoid late autumn: October and November bring 113-127mm, and January highs sit at 7°C.
Monaco peaks in July and August at 28°C, with the sea at 24-25°C and very little rain, 13-18mm. It also holds up better in winter, with January highs of 13°C, though November brings 138mm.
