Where they differ

What the numbers don't tell you
The daily budget figures, €155 and €160, are national estimates of restaurant and hotel price levels for Italy and France, not measurements of Milan or Nice. Neither can show how far a large or heavily visited city sits from its own country average, and that gap can be wider than the difference between the two countries, so this is not a reason to pick either.
Nice's swimming season is narrow: the sea sits at 21°C or more in only four months, the same months everyone else comes. And its mild winters are not dry ones, with the year's heaviest rain arriving in late autumn.
