What the numbers don't tell you
The daily budget is a national estimate of restaurant and hotel price levels, €160 for France and €155 for Italy, not a measurement of Nice or Verona. Either city can sit well away from its country's average, so a gap that small says nothing about which trip will cost more.
Nice's beach and weather strengths land in July and August, the months everyone else also travels, and its driest months are exactly those. Verona reaches 30°C in the same weeks with no sea to cool off in and rain spread through summer.
