Where they differ

Zurich has around three times as many restaurants near the centre and a wider spread of kitchens, twice as many places to drink and far more nightclubs, most of them close in.
Where they are alike
Neither is coastal: no month in either has water at 21°C or more, and swimming means lakes and rivers.

What the numbers don't tell you
The daily budget is a national estimate of restaurant and hotel price levels, €160 for Austria and €248 for Switzerland, not a measurement of either city. Neither figure knows how far a heavily visited city sits from its own country's average, and that distance can be larger than the gap between the two countries.
Water is the other trap: Zurich counts 23 beaches nearby, but neither city has a month with water at 21°C or more, so this is lake and river swimming with a narrow season. In Salzburg the warmest months are also the wettest, so summer warmth does not promise dry days outdoors.
When should you go?

Salzburg is the warmer of the two through summer, 23-25°C from June to August, though those are also its wettest months at 159-168mm. April and May are drier and still mild at 16-20°C.
Zurich tops out at 24°C in July and August but takes less rain across that stretch, 119-126mm. September separates them more clearly: 87mm in Zurich against 127mm in Salzburg, at much the same warmth. Neither offers a reliably dry month, so timing is about which kind of wet you accept.
