Where they differ
Tirana has many times as many restaurants near the centre as Zadar, and a much wider range of kitchens with it. The same holds after dark: many times as many places to drink and many times as many nightclubs, most of them near the centre, and about three times as many notable places within walking distance.
Zadar is the swimming trip. The sea is 0km from its centre against 26km from Tirana's, and 49 beaches lie nearby where Tirana has none.
Where they are alike
Weather is where they are hardest to tell apart. Both peak at 31°C in high summer, both cool to around 10-12°C at the coldest, and both bring the sea to 25°C at its warmest, so the swimming season lines up closely.

What the numbers don't tell you
The daily budget figures, €76 and €138, are national estimates of restaurant and hotel price levels, not measurements of either city. A capital and a heavily visited coastal town can each sit far from their country's average, by more than the gap between these two figures, so read them as country context.
No weather station near Zadar records sunshine hours, so that figure is missing rather than low, and its monthly picture rests on temperature, rainfall and sea temperature alone. The beach count is a count, not a promise of space: it concentrates into the same few weeks when the sea is warmest.
When should you go?

Tirana suits late spring and early autumn, with highs of 24-27°C and rain well below the winter peak. Its sea stays at 21°C or more for five months, one longer than Zadar's, so early October swimming still works.
Zadar is the better pick in high summer: July and August bring just 25-32mm of rain against Tirana's wetter 43-55mm, and June is the strongest month of its year. Autumn turns wet from September, near 80mm.
