Where they differ
Athens has 14 beaches nearby against Plovdiv's 1, and five months when the sea sits at 21°C or above, so a city stay can include swimming. It also has many times as many museums, notable places within walking distance of the centre and attractions for children, plus one theme park within reach, and many more bars and clubs.
Plovdiv's country carries a lower price level, an estimated €77 a day against €125 for Greece, and its nightlife is concentrated near the centre rather than spread out.
Where they are alike

The daily budget is a national estimate for Greece and Bulgaria, covering restaurant and hotel price levels, not a measurement of either city. A capital and a heavily visited city can both sit well away from their own country's average, by more than the gap between the two figures, so treat €125 and €77 as country context rather than what your days will cost.
Athens's beach and swimming strength peaks in the hottest weeks, when highs reach 34-35°C and rain almost stops, while the more comfortable months are spring and autumn. Plovdiv's warmest, driest spell brings 31°C with no sea nearby to cool off in.

May is Athens's strongest month, warm at 27°C with only 19mm of rain, and September still holds the sea at 25°C for swimming. Midsummer is hot and almost rainless, which suits some visitors and not others.
Plovdiv peaks in late summer, when August is its driest month at 25mm with highs of 31°C. Spring there is wetter, above 60mm in both May and June, and winter days are far colder than Athens's, so the usable season is shorter.
